Kaziranga’s Shrinking Shield: Why a 1-Km ESZ Needs More Than a Political Number

Assam wants more room for development around Kaziranga. At the same time, the Union government and NHAI are building a 34.5-km elevated wildlife corridor at a cost of nearly ₹6,956 crore. The two measures address different problems. Yet together, they raise a larger question: should Kaziranga’s ecological boundary follow science or convenience?

Kaziranga Has a New Boundary Question

There is something striking about Assam’s latest debate over Kaziranga National Park.

The state wants to unlock stalled development around Bokakhat. The proposed solution is to reduce Kaziranga’s effective Eco-Sensitive Zone from 10 kilometres to just one kilometre.

The objective is understandable. Local communities need infrastructure, businesses need certainty, and Bokakhat needs development.

However, another major project around Kaziranga deserves equal attention.

The Union government and Assam are building a 34.5-kilometre elevated wildlife corridor as part of a ₹6,956-crore highway project. The project is designed to improve connectivity while allowing wildlife to move safely towards the Karbi Anglong hills.

That raises a deceptively simple question.

If Kaziranga’s wildlife needs 34.5 kilometres of specialised infrastructure for safe movement, what scientific evidence says that one kilometre of ecological protection outside the park is enough?

That is not an argument against the elevated corridor. Nor is it an argument against development in Bokakhat.

The 10-Km Rule Needs Some Legal Context

There is an important distinction that often gets lost in this debate. Kaziranga does not simply have a permanently notified 10-kilometre ESZ across its entire landscape.

Where a final site-specific ESZ notification remains pending, the Supreme Court’s default framework has historically operated as the protective reference point. Government records have also described a 10-km default for national parks and sanctuaries where proposals had not been forwarded.

Therefore, the proposed one-kilometre boundary is not merely an adjustment to an ordinary administrative line. It could substantially change the regulatory landscape surrounding one of India’s most important wildlife habitats.

The key question is consequently straightforward.

Why one kilometre?

If that distance has emerged from ecological modelling, animal-movement data, flood mapping and habitat studies, the evidence should be publicly available. If it has not, the number deserves scrutiny before it becomes policy.

The Rhino Does Not Know Where the Park Ends

Kaziranga’s most important ecological reality is simple. Its animals do not live according to administrative maps.

Every year, the Brahmaputra floods large parts of the park. During these floods, animals move towards higher ground beyond the protected area. Many head towards the Karbi Anglong hills.

This seasonal movement is not an occasional event. It is part of how Kaziranga functions as a floodplain ecosystem.

UNESCO has recognised this relationship for decades. Its World Heritage assessment specifically says that maintaining functional connectivity between Kaziranga and the Karbi Anglong Hills, along with a buffer zone south of the park, would strengthen the park’s integrity.

An older UNESCO technical report goes even further. It describes the Karbi Anglong forests south of Kaziranga as a de facto buffer for the park.

That matters enormously.

Why Is Assam Building a 34.5-Km Wildlife Corridor?

The answer tells us something important about the landscape. The existing highway has created a significant barrier between Kaziranga and the higher Karbi Anglong landscape. During floods, animals attempting to cross roads face traffic and vehicle collisions.

The new elevated corridor is designed to reduce that barrier.

The ₹6,956-crore project includes a 34.5-kilometre elevated wildlife corridor, along with other highway improvements. The government describes the project as an effort to combine better connectivity with wildlife protection.

This is sophisticated infrastructure. It reflects an understanding that wildlife movement occurs across a landscape rather than inside a neat administrative box. It also establishes an important principle.

When human infrastructure interferes with ecological connectivity, infrastructure must adapt.

The 35-Km Corridor Does Not Contradict a 1-Km ESZ

This distinction matters. A wildlife corridor and an Eco-Sensitive Zone perform different functions.

The elevated corridor primarily addresses safe movement across a transport barrier.

An ESZ regulates development pressures around a protected ecosystem.

Therefore, the government could legitimately argue that both measures are necessary.

However, the two policies should still be informed by the same ecological map.

If animals regularly move through a landscape extending several kilometres beyond the park, development within that landscape could affect the very connectivity that the elevated corridor is designed to protect.

The question is therefore not whether a 34.5-kilometre corridor makes a one-kilometre ESZ impossible. It does not.

The stronger question is whether the one-kilometre boundary accounts for the ecological landscape that the 34.5-kilometre corridor is trying to protect.

That deserves an answer.

What Does the Rest of the World Do?

There is no universal global formula for deciding the width of a wildlife buffer.

That is important to acknowledge.

A rainforest in Gabon is not the same ecosystem as a floodplain in Assam. Likewise, the Himalayan landscape differs dramatically from African forests or Central Indian tiger habitats.

Yet international experience offers an important perspective.

Several major protected landscapes have buffers extending well beyond one kilometre.

These figures are not prescriptions for Kaziranga. They demonstrate something more useful.

There is no global conservation principle that says one kilometre is inherently sufficient.

At Gabon’s Ivindo National Park, the statutory buffer is five kilometres. UNESCO records the buffer as part of the legal framework surrounding the national park.

Ethiopia’s Bale Mountains National Park provides another striking comparison. Its officially recognised buffer zone covers 235,121 hectares and extends approximately five to 20 kilometres from the park boundary. UNESCO describes it as a mechanism for protecting the park from pressures arising outside it.

India offers an equally important example.

Kanha’s official ESZ notification allows the zone to extend from zero to 30 kilometres around the protected landscape, although the actual extent varies by location.

The Great Himalayan National Park Conservation Area also has a substantial 265.6-square-kilometre Ecozone functioning as a surrounding buffer. UNESCO describes it as directly associated with the protected property in management terms.

The lesson is not that wider protection is always better.

The lesson is that distance should follow ecology.

Therefore, a one-kilometre ESZ around Kaziranga needs a Kaziranga-specific scientific explanation.

The number should emerge from evidence. It should not become the starting point for the evidence.

Kaziranga’s Grasslands Add Another Warning

There is another reason to proceed carefully.

A recent Wildlife Institute of India study found that Kaziranga’s grasslands declined by about 318.3 square kilometres between 1913 and 2023.

That is roughly the size of Kolkata.

The loss matters because Kaziranga is not simply a rhino sanctuary. Its grasslands support rhinos, elephants, swamp deer and numerous other species.

The landscape is also constantly changing under the influence of flooding, succession, erosion and human pressure.

Therefore, reducing protection around an ecosystem already undergoing major landscape changes deserves particularly careful assessment.

Development Is Not the Enemy

This debate should not become conservation versus development.

That would be too simplistic.

Bokakhat residents deserve better infrastructure. Local businesses need opportunities. The town needs modern civic facilities. A stadium can also have legitimate social and economic value.

Therefore, conservation cannot become an excuse for stopping every development project.

But development should not become an excuse for weakening ecological safeguards without evidence.

There is a better path.

The government can map wildlife movement, flood refuges, critical habitats, settlements and proposed infrastructure.

It can then identify areas where development creates limited ecological risk. Critical corridors can receive stronger protection. Suitable areas can support controlled development.

Projects can also be redesigned where ecological risks are significant.

That would turn the ESZ debate into a planning exercise rather than a political confrontation.

The Real Question Is Not 10 Kilometres Versus One

Assam does not have to choose between Bokakhat and Kaziranga. It does not have to choose between infrastructure and wildlife.

The elevated corridor itself demonstrates that coexistence is possible. The real choice is between evidence-led planning and boundary-led planning.

A credible scientific assessment could map animal movement across the wider landscape.

It could identify flood refuges and seasonal routes. It could map critical habitats, roads, settlements, tourism projects, and future development pressure. It could then recommend different levels of protection for different locations.

Such an approach could allow development where it is genuinely compatible with conservation. It could also protect the places where wildlife actually needs protection.

That would be far more sophisticated than drawing a uniform circle around Kaziranga.

One Kilometre Should Be a Scientific Finding

There is nothing inherently wrong with a one-kilometre ESZ. There is a problem if one kilometre is selected first and the science is expected to justify it later.

That distinction is crucial.

If independent research shows that one kilometre adequately protects Kaziranga’s ecological functions, Assam should publish that evidence.

If some corridors require five kilometres, the same study should identify them. If other areas can safely support development, those areas should also be identified.

That would make the policy both credible and defensible. It would also give local communities something they need just as much as conservationists do.

Certainty.

Kaziranga Is More Than a National Park

Kaziranga has become one of Assam’s most valuable global assets. Its UNESCO World Heritage status gives it international recognition.

Its rhino population gives Assam an extraordinary conservation identity. Its tourism economy supports hotels, guides, transport operators, restaurants and countless local businesses.

Its ecological reputation also strengthens Assam’s wider tourism proposition. A damaged Kaziranga would therefore create costs far beyond the park boundary.

The economic value of conservation cannot be measured only through entry fees. It includes the reputation that attracts visitors, investors and researchers in the first place.

The 34.5-Km Question

There is an irony at the heart of Assam’s current policy debate. The government is investing ₹6,956 crore in a highway project.

That project includes a 34.5-kilometre elevated wildlife corridor designed to protect animal movement. At the same time, Assam wants to propose a one-kilometre ESZ around Kaziranga.

Again, these policies are not inherently contradictory.

But together, they demand an explanation.

If wildlife needs 34.5 kilometres of engineered passage to move safely across one human infrastructure barrier, what evidence shows that one kilometre is enough to protect the wider ecological landscape?

That is not an anti-development question. It is a scientific one. And Assam should answer it before changing the boundary.

The Quantiq View: Let Science Draw the Line

Kaziranga does not need a romantic argument against development. It needs a rational argument for intelligent development.

Bokakhat should develop. Local communities should benefit from the economic opportunities around Kaziranga. Infrastructure should improve.

However, every major decision must recognise that Kaziranga functions as part of a much larger landscape.

The park floods. Animals move. Corridors connect habitats. Roads create barriers. Grasslands change. Climate pressures will add further uncertainty.

Therefore, the boundary protecting Kaziranga must reflect ecological reality.

The answer may ultimately be one kilometre. It may be five kilometres in one location and considerably more in another.

Science should decide.

The question for Assam is simple:

If we are willing to build 34.5 kilometres of elevated infrastructure to protect wildlife movement, why should we assume that one kilometre of ecological protection is enough without first showing us the science?

That is the question the proposed Kaziranga 1-km ESZ must answer.
