Assam’s ₹26,373-Crore Fish Economy Is Just Getting Bigger

Ideas for a Regional Aquaculture Economy and a New Startup Frontier in Northeast India
For years, Assam had an unusual relationship with fish.
The state had rivers, wetlands, beels, ponds and a population with a deep appetite for fish. Yet it also depended heavily on fish brought in from other states to meet local demand. Andhra Pradesh, West Bengal and other states supplied much of the shortfall, even though fish was already an important part of Assam’s food culture and rural economy.
That picture is changing.
Assam is no longer simply trying to produce enough fish for its own consumers. According to Dr. Sanjay Sarma, Senior Fisheries Development Officer, Kamrup District, Assam Fisheries Department, fish imports from other states have fallen sharply, while Assam is increasingly supplying neighbouring states and regions, including Arunachal Pradesh, Nagaland, the Tura region of Meghalaya, Manipur and Mizoram. Fish from Assam is also reaching Bhutan.
The direction of the fish trade is changing.
Assam produced 5.29 lakh tonnes of fish in 2024–25, while the area under fish production has expanded from around 2.70 lakh hectares to approximately 3 lakh hectares, according to Dr. Sarma.
More strikingly, the Fishing and Aquaculture sector contributed ₹26,373 crore to Assam’s economy at current prices in 2023–24, according to the Assam Economic Survey 2025–26.
These numbers tell only part of the story. The more interesting question is what Assam can build around this expanding production base.
Can Assam turn its growing fish economy into a regional aquaculture industry?
The Resource Beneath the Surface
Assam’s advantage begins with its natural resource base.
The state has rivers and tributaries, wetlands, reservoirs, ponds, tanks, swamps, and waterlogged areas. Its aquatic ecosystems support 216 indigenous fish species, of which 150 have ornamental importance, and 50 have overseas ornamental value. More than 90% of Assam’s population consumes fish.
The opportunity, however, is not simply the size of the resource.
It is the gap between resource availability and productivity.
The Fisheries Department reports average pond productivity at around 3,100 kg per hectare per year. Productivity in beel fisheries is much lower, at below 623 kg per hectare per year. The department itself recognises that productivity remains below potential and is pursuing both expansion and improved management.
This gap may be one of Assam’s biggest opportunities.

From Fish Farming to an Aquaculture Economy
The traditional fish-farming model was relatively simple. A farmer stocked a pond, grew fish, harvested them and sold the catch.
That model is beginning to change.
Assam is increasingly adopting recirculatory aquaculture systems, biofloc, cage culture and other modern production technologies. Under the Pradhan Mantri Matsya Sampada Yojana, the state has established 83 freshwater fish hatcheries and developed more than 843 hectares of new seed-rearing ponds. More than 1,100 hectares of new ponds have also been completed under the programme.
The numbers become more interesting when we look beyond fish production.
The 2025–26 report records RAS and biofloc units, ornamental-fish enterprises, recreational fisheries, fish-feed mills, cold storage, refrigerated vehicles and other infrastructure.
This is the early architecture of an aquaculture economy.
The fish farmer is no longer the only economic actor.
There is growing room for hatchery operators, feed manufacturers, equipment suppliers, cold-chain companies, processors, logistics providers, technology firms and data-driven businesses.
Assam Is Building the Infrastructure Around Fish
One of the clearest signs of this transition is the Integrated Aqua Park at Goru Khuti in Darrang.
The ₹32.966-crore project is designed as a hub covering quality seed and feed, pre- and post-harvest infrastructure, business and commerce, logistics, marketing, export promotion, innovation, technology incubation and knowledge dissemination. The department expects the project to generate direct and indirect employment, encourage private investment and promote entrepreneurship in the fisheries sector.
That is much more than a fish farm.
It is an attempt to build an industry cluster around aquaculture.
A similar shift is visible at Goalpara, where Assam is developing a riverine fish landing centre with facilities for boat landing, hygienic storage, cold storage, ice, loading and unloading, cleaning, processing, and wholesale and retail marketing. The department describes the initiative as the first of its kind in India.

Can Technology Create More Value Without More Fish?
Perhaps the most intriguing experiment is taking place in the marketplace.
Assam has received approval for a ₹25.85-crore modern wholesale fish market with Artificial Intelligence features in Cachar. The Fisheries Department identifies post-harvest losses of more than 20% as a major problem, linked to poor handling, inadequate storage, and weak cold-chain and value-chain infrastructure.
The objective goes beyond building a modern market.
The project aims to improve access to quality fish, reduce exploitation by intermediaries, increase the direct role of producers in marketing and improve returns for fishers and fish farmers.
This creates an interesting question.
Can technology create more value from fish without producing a single additional fish?
Better demand forecasting could reduce waste. Digital systems could improve inventory management. Cold-chain technology could reduce spoilage. Traceability could help premium local fish reach better markets.
Digital marketplaces could also connect producers more directly with restaurants, retailers and institutional buyers.
This is where fisheries begin to enter the technology economy.
A New Frontier for Startups
Perhaps the most important opportunity for the next generation is hidden in a relatively small initiative in the Annual Report.
Assam now has a Business Incubation Centre for Fisheries and Aquaculture, funded under PMMSY and implemented through Guwahati Biotech Park. The ₹3-crore centre is intended to create a hub for innovation and sustainable aquatic business growth, with training, mentorship and support for areas such as quality fish seed, value-added products and ornamental fish.
This could become strategically important.
Aquaculture creates a long list of problems that startups can solve.
A company could develop affordable water-quality sensors for small farms. Another could build software for pond management, feeding and production tracking. Others could work on disease detection, fish genetics, seed logistics, alternative feed, cold-chain technology, processing, packaging and traceability.
There is also an opportunity to build digital platforms connecting farmers with buyers and service providers.
The opportunity, therefore, is not simply to create more fish farmers.
It is to create a generation of aquaculture entrepreneurs.
Fish Is Becoming a Nutrition Innovation
Some of the most interesting developments, however, have nothing to do with technology.
In Kamrup, a pilot programme used powder made from locally available small indigenous fish, particularly Mola or Mua, in hot-cooked meals at Anganwadi centres and primary schools. The programme was designed to improve the nutritional quality of meals provided to children.
The pilot produced encouraging results, according to Dr. Sarma, and the initiative is now being extended to three districts of Assam.
The idea has also attracted attention beyond Assam. According to Dr. Sarma, the Government of Telangana has shown interest in replicating the model in its schools.
The initiative has also attracted international attention.
The Government of Ghana has invited Dr. Sarma and another senior Assam fisheries officer to present the experience at an international conference in Accra in September 2026.
An innovation that began with small indigenous fish in an Assam district is therefore moving towards an international conversation about nutrition.
That is an important shift in how we think about the value of fish.
From Fish to Clinical Nutrition
There is another development that takes the story into an entirely different territory.
The State Cancer Institute, Gauhati Medical College, has granted ethical approval for a prospective pilot study examining the effectiveness of dried fish powder as an additional nutritional supplement, compared with protein supplementation alone, among head and neck cancer patients undergoing radical radiotherapy with concurrent chemotherapy.
This is not a claim that fish powder treats cancer. It is a clinical nutrition study.
But the question being asked is significant.
Can a locally available, nutrient-rich food resource become part of a scientifically evaluated nutritional intervention for patients undergoing demanding cancer treatment?
The answer will have to come from the research.
For Assam’s fisheries economy, however, the broader lesson is already visible.
The value of fish may increasingly lie not only in how much of it we produce, but in what new uses science can discover for it.
From Fish to Rural Enterprise
Fish processing offers another largely overlooked opportunity.
The Fisheries Department notes that fish pickles are gaining popularity and are already moving in small quantities to neighbouring states. It also identifies considerable potential for growth in fish processing and value-added products.
Dr. Sarma has also shared how solar dryers are being used at self-help-group level for processing native fish, with around 200 metric tonnes being dried through such systems. Fish-pickle production is also creating additional livelihood opportunities for rural communities.
This is where fisheries meets rural entrepreneurship.
A farmer selling fresh fish participates in one part of the value chain.
A women’s group that dries, processes, packages and brands the same fish participates in another.
The difference is not merely in the product.
It is in where the economic value is captured.
Assam’s Fish Economy Is Becoming Regional
The transformation becomes even more significant when viewed through the geography of the Northeast.
Assam is already the region’s dominant inland fish producer. Its growing production, expanding seed ecosystem and improving market connections give it the possibility of becoming more than a supplier of fish.
It could become a supplier of aquaculture capabilities.
Fish seed can move across state borders. Feed can move across state borders. Processing businesses can serve multiple markets. Cold-chain networks can connect production clusters with urban centres.
Knowledge and technology developed in Assam can also be adapted elsewhere in the Northeast.
This is why the aquaculture opportunity should not be measured only by the three lakh hectares now under fish production.
The real market is the Northeast that those hectares can serve.
Growth Must Also Protect the Water
There is an important qualification to this opportunity. Assam’s wetlands are not empty production spaces. They are living ecological systems.
The state’s Sustainable Wetlands and Integrated Fisheries Transformation (SWIFT) project aims to rejuvenate and restore around 102 beels covering nearly 3,000 hectares, while combining fisheries development with community participation and sustainable wetland management. The project has an estimated cost of ₹796.88 crore, with support from the Asian Development Bank.
That distinction will become increasingly important.
The future of Assam’s fisheries cannot be built by treating every wetland as another pond.
It has to combine productivity with ecological intelligence.
That may eventually become one of the state’s competitive advantages.
The Quantiq Assessment
Assam’s fish story is no longer simply about fish.
It is about the emergence of a distributed aquatic economy.
Production is expanding. Local supply is replacing some of the fish that previously came from outside the state. Assam is beginning to supply neighbouring states and Bhutan. New infrastructure is being built. Seed and feed ecosystems are expanding. Technology is entering farms and markets.
At the same time, fish is finding new applications in nutrition, rural enterprise and scientific research.
The biggest opportunity may therefore be value-chain multiplication.
A fish can generate value once when it is harvested.
It can generate substantially more value when it creates demand for seed, feed, equipment, data, logistics, cold storage, processing, packaging, retail, restaurants and exports.
That is where startups enter the picture.
The Business Incubation Centre, the Aqua Park and the AI-enabled wholesale market are early signals that Assam is beginning to recognise this wider opportunity. The registration of nearly 2.4 lakh fish farmers and stakeholders on the National Fisheries Digital Platform also provides the beginnings of a more organised sector.
The next stage will require more than public investment.
It will require farmers, entrepreneurs, researchers, startups, processors, investors, logistics companies and technology firms to see the same opportunity from different sides.
Assam has already demonstrated that it can increase fish production.
The next challenge is more ambitious.
Can it build an industry around everything that happens before and after the fish reaches the market?
If it can, the state’s aquatic resources could become more than a source of food.
They could become a platform for innovation, entrepreneurship, nutrition, rural prosperity and regional trade.
That may be the real Northeast Renaissance story.
